The reasons for the special attention to this enterprise of Transnistria are obvious: the evolution of macroeconomic key indicators of Transnistria (industrial output, exports, budget (up to 20% of tax revenues in the pre-crisis period) largely depends on the results of this “non-core” asset for the region.
The Transnistrian end of the fuel chain is represented by two companies: Sheriff and Tiroil Treid. Only these two companies import diesel, petrol and LPG into the breakaway region of Moldova. According to the Chisinau Public Services Agency, both are controlled by the Transnistrian oligarch Viktor Gușan. He is the beneficial owner.
Every recipient of fuel in Transnistria – whether private individual, company or institution – is a customer of one of the two companies controlled by Viktor Gușan, Sheriff and Tiroiltreid, the only importers of diesel, petrol and LPG.
Transnistria’s adaptation to the market took place despite the external shocks, such as annual adjustment to the rules of access to external markets, railway “innovations” and at least formal increase of gas prices, and a very limited set of internal mechanisms and instruments to influence the condition of the economy.
In 2023, from January to May, only Tiroiltreid imported petrol into Transnistria: 8.5 million litres. The seller of the fuel was Litasco Switzerland, the Lukoil Group’s trader, and the source of the petrol was the Petrotel Lukoil refinery in Romania.
From the socio-economic point of view, stability in Transnistria has largely been enabled by considerable assistance offered by the Russian Federation through different means, including a scheme known as the “ gas subsidy ” which relies on Gazprom providing gas to the region effectively free of charge.
