It takes a long, long time to get to that point, and probably longer than most people will own an amp. The other time to replace a filter capacitor is obviously when one explodes. That is relatively rare and there is nothing you can do to tell that's going to happen. But you'll know when it happens.....
For electrolytic caps (and really all caps), there are testers that check "equivalent series resistance" (ESR), and leakage (or dielectric strength). Then it becomes a pretty clear result of pass/fail instead of "replace on general principle". ... Other than capacitors what parts within an amp need replacing because of age?

These capacitors don't degrade the sound in some mystical "audiophile" sense, rather, when they go bad, they lose their ability to act as a capacitor and audible hum is the result from inadequately filtered DC in the power supply.
Definitely the filter caps in the high voltage & bias supply's, and cathode bypass cap in a cathode biased amp. Any preamp cathode bypass electrolytics would be less likely to fail but you might as well replace them too while you're at it. If the flux capacitor is not reading 1.21 jiggawatts, it requires replacement.
