Figure 1 is a flow chart of the methodology and models used for this study. To model Palau’s power and transport sectors, the Hybrid Optimisation of Multiple Energy Resources (HOMER) software was selected. HOMER is an optimisation tool used for designing both on-grid and of-grid power systems.
In conclusion, by following the recommendations outlined in this roadmap, the Republic of Palau will be on the road to achieving a fully decarbonised power system, based on solar and wind power for electricity and transport and supported by battery storage and green hydrogen. 1. The Palau National Energy Policy which has been developed in an inclusive and participatory process clearly sets out Palau’s energy policy vision. It forms the basis for a strategic action plan which ensures that the policy vision becomes a reality.
Finding the right balance is an ongoing task involving government, producers and users of energy. The government believes a combination of competitive markets with backstop measures and effective regulation of suppliers is the best means of protecting the security of Palau’s energy supplies.
Amendments to the Palau Energy Act (RPPL 9-54) should include the provision of an "indicative list" of standards and regulations to be promulgated by the PEA pursuant to its new regulatory powers to effectively implement the Act.
A key recommendation for the government, if it is to achieve its proposed target of a 100% share for renewables by 2050, is to accelerate deployment of solar PV and battery storage systems through a combination of Palau Public Utilities Corporation (PPUC) investments and power purchase agreements (PPAs).
