When you turn off the power to an electrical device, it does not stop using electricity. It just stops using the power from the outlet. The device continues to draw energy from its batteries or other storage mechanisms until they run out of juice.
Yes it will still consume some energy. It takes some energy to operate the charger itself. The charger will draw the most power from the power mains whilst it is in heaviest part of the charging cycle. As the battery becomes charged the line load will taper off to the idling mode.
That is why I have written this article to get people aware that their appliances are still consuming power while powered off. Best advice, unplug the devices when not in use, wire your outlets to a wall switch so they can be powered completely off at the outlet, or use a surge protector and turn it’s switch off when not in use.
This is caused by the circuitry in the appliances. The power is going from your outlet, into the appliance, and instead of going directly to a switch, the power is routed through a power supply board then to your on/off switch.
These include activity of mouse, keyboard, or the pressing of power-up buttons. To this you must add Wake-On-Lan or Wake on Wifi events, and the ensuing monitoring. By removing the battery, all of this activity, and the toll it takes on it, of course ceases.
