Personally, and as a general rule and for repairs of medium quality, cheap things, if the capacitor I am going to use has a maximum ESR of twice what it says in the table, I'll take it for granted. The quality of the capacitors in a switched-mode power supply largely determines the quality of the power supply itself.
There are specific ESR meters that are available in the market which can be useful to measure the ESR of a capacitor. These meters use Alternating current, such as square wave in a specific frequency across the capacitor. Based on the change in frequency of the signal the ESR value of the capacitor can be calculated.
A simple energy storage capacitor test was set up to showcase the performance of ceramic, Tantalum, TaPoly, and supercapacitor banks. The capacitor banks were to be charged to 5V, and sizes to be kept modest.
